Bill Brings Tourism to Town
“With this bill we’ll be investing 19 million annually in new economic developments in tourism,” said Governor Owens about House Bill 1201. It aims to spend money to make money. Excess revenues from the state’s casinos will go to promote the state and compete for tourist dollars that have been going elsewhere.

Job creation incentive program signed into law
The new law allocates $3 million from state gaming revenue to give employers a $1,000-per-job rebate for jobs they create that pay 110 percent more than the average county wage—that’s $35,000 a year, based on 2004 wages in Weld County.

Governor signs bill to bail out state exposition
Thanks to a package of measures signed into law by Gov. Bill Owens on Monday, not only will the State Fair be able to pay off a $4.2 million debt, but also ensure a guaranteed annual state appropriation that will keep its finances in the black for years to come, said Sen. Abel Tapia, D-Pueblo. Tapia and Rep. Bernie Buescher, D-Grand Junction, sponsored a measure to pay off that debt over the next three years.

Owens vetoes energy bills
Plans to boost energy efficiency, information scuttled
The first, House Bill 1147 sponsored by Rep. Tom Plant, D-Nederland, and written by Boulder’s Southwest Energy Efficiency Project, would have instituted programs to boost natural gas-related energy efficiency use in the face of rising prices for the commodity. The second, Senate Bill 1317, would have created an annual Colorado Energy Profile with $316,000 in state startup money.
